| ELEMENTARY & SECONDARY EDUCATION FUNDING WHEREAS, we oppose any increase in the mill levy equalization factor used by the North Dakota legislature to withhold foundation aid payments for local school districts; and WHEREAS, we oppose increased reliance on local property taxes for funding schools because it places an unfair burden on property owners; and THEREFORE, BE IT RESOLVED, that school funding for elementary and secondary schools should be based on the historic foundation aid formula of 70 percent per pupil. |
